I have it capped at 72FPS, at 1080p/max settings/4xMSAA it mostly holds that but it does have performance issues that they're looking into. The framerate tends to drop at the jungle and city areas, and for me at least playing for a few hours makes it a bit stutters for some reason, but closing and reopening fixes it.
Overall it's more than playable, and the feeling of playing the Horizon series at 60+ FPS for the first time is surreal.

It MIGHT use useful to note your specs too.
I mean it will suck if it doesn't run great on my pc but at the same time i don't mind as I'm used to playing Forza on the console so I can just download it for the xbox

Bought for the "THICC plot", stayed for the game.
Besides the eye candy there's a pretty good game inside - GENUINELY FUN exploration platformer with TPS elements mixed in.
Although not without faults (sometimes excessively brutal in challenge and counter-intuitive as to what to do as well as lack of proper special effects (blame small budget) for explosions and bullet hits, etc) this may be worth your money if you into third person metroidvanias.
