CIG has been saying for a couple months that they really really hope to get delta patching and the new launcher live for 3.0. It's been in internal testing for months.
Turbulent using their update to confirm that the new launcher is still intended for 3.0 is what I wanted to hear.

This is entirely normal for CIG, so it's not too surprising. "When it's ready" trumps deadlines. Gamescom wouldn't look so hot if the #1 story is that CIG rushed 3.0 out a week or two too early (sound familiar? it's what they did with AC 1.0) and it's an unstable fuckmess (memories of alpha 2.0 PTU) and everyone is pissed.
I'm a bit disappointed that 3.0's delayed that bit longer and 3.0's going to miss Gamescom, but I'd rather wait than see CIG pull a repeat of 1.0/PTU2.0 after they know better. And I think we can all agree that it's worth waiting until 3.0 has working delta patching.

The outposts weren't planned for last year's "3.0", IIRC, and the various new ground vehicles were just being concepted/hadn't been invented yet.
They are really delayed updating the subscriber ship of the month today, on the june/july swap, it happened exactly at midnight.

Chris said he "hoped to" have 3.0 ready for the end of last year. That was a long shot to begin with, and when 2.7 took longer than expected, it was pretty obvious it wasn't going to happen in 2016.
And since 3.0 was going to require a bunch more foundational work in certain areas, they added things to the release for other teams to do at the same time (that's my guess). The 3.0 Chris discussed on stage at Gamescom 2016 did not have procedurally-generated outposts, derelict wreckages of basically every ship class (it demoed specific, bespoke wreckages), ground vehicles other than the Ursa and Dragonfly, atmosphere volumes (room/vacuum pressure simulation), and other things that were added thanks to the less-immediate deadline.
Chris knew he was tempting trouble for saying it, which is why the "hope to" line is followed by more wibbling about it not being a firm deadline and something like "They kill me when I promise dates".
i hope salvaging is in 3.1 :')

Didn't realize they need an excuse to delay the release of content still in development. They only thing RSI has done wrong is assume they can get all this work done in the time they expect they can.
Does CIG have every ship that's going to be at launch at least conceptualized and somewhere I can see or are they just winging ships as they go? I really want to see if they have any future Xi'an/Aopoa ships in the works other than the Khartu-Al and the Nox

There is a bit here and there. I believe it is a mix of planned ships and ships they make up on the way, like the Nox.

No, there's no such future-ships list available to the public. CIG certainly has plans, but they don't share them directly. Ship concepts seem to be developed in batches, based on a season/year's amount of work out of the studio ship pipelines. In that sense, they're making them up as they go, but that's an artifact of the crowdfunding nature of the funding.
I think if they listed everything they might want to add, it'd set up even more unreasonable expectations and if CIG changed their mind and decided that, actually, after two years and the game changing, they don't need the Xi'An Twipbipbop heavy cargo transport, they can cross it off the list of ships to make without provoking a huge outcry from backers who convinced themselves they must have it and had already theorycrafted a thorough combat model against all single-seat fighters.

What's interesting is that every ship in that list has been revealed and sold as a concept except for the Origin 600 (unless the Origin 600 became the Nox or something). What's also interesting is that when this surfaced, backers assumed that it read:

However it actually read [I]Banu Minuteman[/I], later renamed the Banu Defender. CIG allowed the community to misread the board to not spoil the Defender's existence. They had also previously confirmed that the Merchantman is not being ignored, but was on hold until all of the ships needed for SQ42 were finished.
I would definitely count on more/larger Xi'An ships, but they may not necessarily be offered for concept/pledge.
I reckon we will see another xi'an ship soon, a bigger one.
That said, anyone knows if the curent Kartu'al is supposed to be finished?
The page mentions its guns as TBA, and it mentions both fixed and gimballs.
It also uses human lasers which seems odd for a Xi'an ship.
I'm sure they're going to finish it, they've just been prioritizing things ahead of polish on an otherwise-working ship. However, all the ship weapons are getting re/done properly to bring them up to the current quality standard and to develop unique looks for all of them, and in the case of alien tech I imagine they'll be made in the first place, sooner or later. The Klaus & Werner laser repeaters (up to S3) have been just finished, for example.
The Khartu-al is the export version of the ship, so human weaponry isn't surprising if they were to suddenly decide to stick with the guns currently loaded. Disappointing to anyone who expected unique Xi'An-infused tech, maybe, but not out of line from a lore standpoint.
The K-A's still waiting for a unique HUD as well, last I flew one.

Well, logistically it makes little sense for the Kartu to not have Xi'an weapons. It's built by Xi'ans, in Xi'an worlds. Getting hold of human guns to put on them would be more or a hassle, not to mention getting deals with those weapon producers. Even if it is a human export model, it still would be more profitable to use weapons made near the ships themselves.
It does need a hud indeed, but i love that it has its own quantum drive effect, i did not expect that when i flew one.

You forget that Aopoa has an exclusive deal with MISC and MISC has a Xi'An/Human fusion thing going on?
The Xi'An are also not still sure that they can trust the humans. It may be less cost-effective to make them supply their own weapons, but it means minimizing the Xi'An tech falling into human hands.
But as I said, I'm pretty certain it's going to get its own weapons instead of the placeholders, they just haven't been finished yet.
