I'm thinking of reworking the armor stats and I'm splitting them up into 3 groups, Heavy, Medium and Light. Right now my current philosophy is what your choice in armor is based around how heavily you use VATS.
Heavy has highest DR but lowest in-combat run speed and you take full damage in VATS. Intended for people that want to play a straight shooter.
Light has lowest DR but highest in-combat run speed and you take 10% damage in VATS. Intended for those who are going to be using VATS more often.
Medium is obviously in the middle for all of those, for people that use a mix of VATS and real-time combat.
Any suggestions or ideas?

I'm going to be honest, that sounds terrible. With that system light armour makes you virtually invincible provided you hit Q before anything bad happens and it railroads players into certain playstyles to a ridiculous degree. Also what's to stop a player running around in all heavy armour and light gloves for the VATS damage reduction? In combat run speed isn't exactly that important, and having your movement speed change when combat starts would feel incredibly shitty to play.
You should make it so that heavy armour has a penalty to AP but has higher DR, while light armour have very low DR but gives more AP, where medium armour doesn't get the benefits or restrictions of either.
The VATS damage reduction is intended more to be a sliding scale thing, where each slot adds a small percentage instead of just a straight 25%. And in vanilla players only take 10% damage in VATS no matter what armor they're wearing so if anything this'll make things a little harder.
But yeah doing a DR vs AP sliding scale would probably be simpler.
Perhaps it's because I can't think of a better solution myself but, why fix what ain't broke?
There's plenty of things you could work on that would feel more impactful.
Vodka has the right idea, if such things mattered (now they don't) an armor change would feel more natural than just slapping it into current Fallout.

are there any good mods that add more armor/clothing that fits the aesthetic to the game, i havent played since launch (not even since creation kit launched) and the only ones i can find are stereotypical "wasteland slut wanting to get cornholed" armors

A lot of the outfits in that mod are just variations on other outfits in it, like having shorts or no shoes (which the mod author seems to have an obsession with and adds to almost all their mods). There's not a huge amount of variety in the base outfits too, they mostly just end up as different tops on sets of pants.
As for other mods/mod authors, here's a few:

They've also got a large accessory pack to go over outfits (despite it having a Tomb Raider name).

A number of these probably won't work for some people, but these are mods with vanilla/wasteland themed outfits that I've seen uploaded/mod authors I've seen upload a number of them. Hopefully it helps people. There's probably more too, but these are the ones that I know of.

I dunno man, that one seems to have an unsettling amount of midriffs and tube tops.
I've reached a point where I now use modding as a cathartic relaxer instead of gameplay improvement, I just add mods that sound nice and read and see how it all comes together than actually play the game with most of the mods.

I meant to rate your post agree but my iPhone is dumb.
That said I'd 100% support DT since even power armor feels weak on normal. A group of raiders can still bring my health down from 100% to 50% in just seconds like nothing is there even if I'm in a full set, and said set barely lasts 30 seconds before the pieces brake.
I only take power armor to add to my always growing collection in my main settlement. It feels so pointless when I'm getting hit by everything regardless of being in a fucking body-covering tank.
I prefer the regular HUD and Pip-Boy menus over the Power Armor ones anyway.

I haven't even played Fallout 4 in ages, but I still go to the nexus fairly regularly just to methodically categorize mods I like in a folder on my bookmarks bar.

Would make more sense in well-fortified settlements like Diamond City, though.
oh I wear all heavy leather and raider armor, just because you have a clothing mod installed doesn't mean you have to wear it. I have a shitload of clothing mods because the more variety in NPCs the better. nothing will break my immersion quicker than a bunch of clones

Though i'm wondering if there's something fucked in my load order since i've got something like 66 fusion cores at this point; I basically never leave the armour except when I have to.
