I'm considering FROST

I don't want to really do the main quest of fallout 4, I just want to explore and survive. The snowy cold atmosphere sounds amazing.

frost is SUPER good if you're looking for a great challenge and an almost entirely different experience
you best install it first though if you go with that because it changes a ton of worldspace and perks and stuff

Don't Call Me Settler was a bloated, broken mess and people should have stopped using it a while ago. I personally doubt the mod author will ever release a fixed version of it, but time will tell.
The author of WET is going to come back and reupload a lot of their mods, but it seems like they got rid of everything for personal reasons, though the actual reasons haven't been said anywhere.

Just be aware that FROST is very WIP, and iirc you might have issues with updates breaking your saves. I'd use Mod Organizer so you can have profile with and without it installed.

I believe for FROST, you have to use the one save he gives you in the download, otherwise the start of the mod won't function.

I've been using it for the past 3-4 months (maybe longer) and I haven't had any problems at all with it. I've also done 4 playthroughs with it.

FROST is cool, but the weather is still messy and it doesn't constantly stay snowy or spooky which bugs me.

Really hoping someone puts together a return to DC new-lands mod, or at least something pointing in that direction. It'd be a ridiculously large project but it'd be suuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuuper cool imo.

Just a recreation of Fallout 3 spots I guess. Its pretty clear he is saying he wants to explore the Fallout 3 world and landscape but with Fallout 4's gameplay and graphics engine.

Pretty much this. I totally acknowledge how ridiculous it'd be to make a mod like this, and I fully expect it to not ever happen, but it'd be cool to revisit some of the DC locations in 4's engine.
I don't think it would be too ridiculous if done right. Just tell the player that they can explore new areas of the world if they dare to venture that far into unknown territory and have them use something like a vertibird to travel.
The real issue would be building a landmass and adding shit to it. But no one said it had to be a huge landmass either. I'd totally be fine with a small hub area and then parts/sections of the D.C wasteland to explore.

We totally need a High Noon legendary armor effect. Regardless of where you are or what you're doing, every noon it'll play a blaringly loud bell toll, forces the player to draw a revolver with 400% damage and start firing it as it goes into slow motion for 10 seconds.

Okay, noclipped up to the storeroom door. The even didn't really play (Farenheit just the same thing over and over). Exiting and entering the storeroom seemed to fix it
Decided to actually play through Fallout 3 fully, never finished one of these games.
How do I make it crash less? I've done the fallout.ini tweaks and a handful of patches, but I have to rely on CASM autosaves to not lose massive amounts of progress every 20-30 minutes.

id rather have a mod where you go off into that rediculously large unfinished part of the existing map where technology and civilization has broken down so much its all rural wood homes with some farms and maybe some pre-war vault out there as well as some other landmark idk what boston's surrounding area is like but it would be like the glowing sea minus all the radiation and less deathclaws.
really just use the existing unfinished map to build new areas instead of going off to whole new maps

I love the swampy area just north of the main Vault 88 entrance in the Quarry, makes me wish we had a Point Lookout-style area.
