Ah, just got my brand new computer up and running, and downloading Fallout 4. Glad to finally be able to mod, mod, mod!
Just got to the retaking of The Castle in my current playthrough, and this happened thanks to dismemberment mod:

Long story short, he walked into a frag I'd thrown at a trio of Mirelurks, and even now still butt-scooches along the courtyard of the fort.
Makes me wish there was a mod to replace lost limbs on settlers...

Fallout 4 is so far in the future compared to fallout 1 and 2. The radiation is lessening it seems.
So why no Mad Max with hovercars?

Fallout will never have vehicles again because the world is super dense and designed around slow exploration
It's just not going to happen.
npc vehicles might be interesting tho; obviously it's canonically possible, and there's no doubt in my mind that if the NCR has trains up and running they could jury rig a few tanks and jeeps too

I'd be fine with them just implying there is vehicle use like Obsidian did with the NCR, perhaps show a trader with a working vehicle with trading crap all over it and said trader moves around city to city or something and perhaps as an alternative to fast travel, you could take a ride with him if you pay him enough or do him a massive favor.
Just the little things, it doesn't have to be huge, just enough.

Brahmin-pulled carts are sensible, they can reuse the assets of the horse-pulled wagons in Skyrim. They could do a lot, really. But as _charon said, it's not a design priority for them, they'd rather have a world that's better explored on foot.

Is there a way to rename settlers with full names, either through console or a mod?
In that case: name him "Ol' Skippy"; he would make a good veteran for the Minutemen. Just pretend he has a stump for a leg now and sits in a chair 24/7 like Mama Murphy.

How does load order work anyways?
I always pick mods that are "compatible" so that I don't have to deal with it, but if there is importance to it even with compatible mods I need to know about it.
