As other people have said: no but the animation is present while going at top speed under certain conditions it seems.
I don't know why the peel out isn't a thing. So much better than the spin dash
I mean, as neat as the Super Peel-Out was by a design perspective, it's only really notable for its animation; once the Sonic 2 Spin Dash comes into play (and is reinstated for the 2011 port of CD), you have more control, more options, and start out in ball form rather than having potential risks by hitting reflexively into a ball from a Peel-Out. Even the Drop Dash is more viable than the Super Peel-Out. It's good that they brought the animation back in for Sonic Mania anyway, but the Peel-Out was just one of those curiosities that I never cared for personally. But I can see why some might appreciate it, since it was faster than CD's default Spin Dash and worked for its level design when you had the right point to get some time travel speed.

Nope. The Peel-Out animation does show up when your top speed.
Only new move Sonic will have is the Drop Dash.

As an aside note, the artist for Sonic Mania's animated stuff, Tyson Hesse, is the same artist that did both Mega Drive's art as well as [i]that[/i] old comic.

Well, it needs to run on windows 7, 8 and 10, doesn't it?
They're trying to make sure it's bug-free on all consoles, so something probably popped up last minute with compatibility issues on PC.
Huh Mania on the XB1 is cheaper then on PC in Canada, though when you add tax for my province it comes to the exact same price.
