It kinda varies from what I've seen of other people's comments. Some are, some aren't. Try checking your order's status online or contacting the customer support of wherever you ordered from.

It might not be the whole story but I think I remember hearing that Advance 2 was rushed out so they could have some explanation for Cream being present in Heroes besides her cameo in Adventure DX, and Cream practically takes the place of Amy from the first game anyway
Advance 1 was my first GBA game, which in turn was the first console I owned. The spritework in those games is top notch. I always thought Advance 3 was my favorite in the series until I replayed them all in the past year and realized how shitty 3's level design was. 2, on the other hand, had the best all around level design, getting a good equilibrium between speed and control. It has its issues but in the end the speed and the top tier soundtrack kept me coming back.

Archie has transfered all of the rights to Sega back in 2011. So any stories and characters not affected by Pender's lawsuit has been owned by Sega for quite a while now.
It would be so awesome to see a game with Scourge as the main villain. I would settle for anyone other than Eggman like Mammoth Mogul.

Which means characters like Mighty the Armadillo's sister are screwed because apparently she got affected by the suit.. for being mentioned and thus 'existing' in Penders' run, long before she actually appeared in the comics as a character.
No offense but that just sounds weird to me. "I wish tina the squirrel was the main bad guy of sonic!"
Like it's cool that you like a villain from the comic but they're kind of west exclusive things and no one outside a handful of people have any idea as to who they are. Even if the Sonic comics never died out it's not like we were seeing Sally or anyone else.

to be fair, forces had a setup really close to SatAM, and it would've been a perfect opportunity to introduce sally and some other characters into the mainline
making a comic character the main villain would be a pretty confusing and out of place move, but some of the characters that worked under Eggman in Archie wouldn't be too much of a stretch either, since he hasn't really had any real henchmen in the games beside orbot and cubot
granted I really like some of those characters and would be disappointed to see them die off without a proper ending due to legal meddling, but there's definitely ways to work in some of these characters in without it being too weird. we got chili dogs, after all

I don't really think is THAT weird. No one ever said anything of that effect about other villains that Sega came up with like the Deadly Six. Which didn't really have anything to speak off when it comes to their backgrounds save for the comics they appeared later after the game was released.

No thanks: Penders' awful attempt at an Anti-Sonic can go elsewhere, and certainly will never happen after the lawsuit.
As for Archie characters appearing in the main continuity: I'm really not too keen on this since I feel the games and Archie comics need to stay separated and it's very unlikely to happen now anyways.

mind elaborating on why, exactly? some of the concepts from the cartoon are still prevalent in some fans' ideas of the series, you can still hear people mention sally acorn and the name mobius to this day, you have to admit that it wouldn't be unheard of to add the freedom fighters

To be fair, nostalgia is a hell of a thing, and Sega of America really messed with people's perceptions of the series. Dr. Robotnik and Mobius were two prominent things for westerners until Sonic Adventure confirmed the series was on Earth and both it and the sequel conjoined the Robotnik and Eggman names together as himself being Robotnik but his title being Eggman after Sonic called him it so much. Certain english releases of Sonic CD also tried affirming that the pink hedgehog was Sally Acorn rather than Amy, too, and I can assure you that both SatAM and Sonic X have significantly painted people's knowledge and views on the franchise from childhood.
Adding in the Archie Comics stuff into the games, even post-reboot, would be an absolute clusterfuck, but as it is, all these extra materials doing their own things combined with America and Japan practically competing with eachother over continuity has branched fans off into a crapton of different groups and sects.

Just don't think they fit the world in the main continuity, especially seeing as how they're just holdovers from SatAM where the setting was remarkably different; it would also only remove more focus from the characters we already have.
It'd be cool to see them as just background easter eggs but other than that I'd rather not see them be part of the main cast or even supporting characters.
Frankly what worries me most is that the delay for PC means that the game isn't fully optimized or fixed all around.
