It could just be things that are entirely out of their control, though.
Since it's only being ported to PC (and has to run on Windows 7, 8, and 10), it could've been an update that Microsoft pushed out to their OS that broke something in game, or new hardware releases and configurations that they have to test on like others have suggested.
I read in a few other threads that a handful of games have been affected by the Windows 10 Creators Update, suffering from crashes and frame-rate drops.
Considering it's only a 2-week delay, and according to the livestream they were having a bunch of meetings about it at Sega, even right before and after the livestream, it's probably something that just came up by total surprise.

To be honest it might be a good idea to use spoiler tags for anything mania-related until PC release.
I don't want to see Gameplay spoilers at all personally. I know it's rude to ask a bunch of people here to use the spoiler tag but it would be nice if you could.

Something tells me this amazon seller (Rarewaves-US) is gonna try to screw me over with additional invoice for shipping. I don't believe it's possible to send 18 x 18 x 25 cm 2.4 Kg box to Russia for ~4$. But we'll see, I don't have much choices anyway.

PC Collector's Edition will still be out on the same day, but the code will only give you Sonic 1 until the 28th.

Just double dipped on Sonic Mania and pre-ordered it on PS4. I was gonna play Mania on Steam, but as we know, that was delayed. I honestly don't mind double dipping though as I want to vote with my wallet to give Sega the encouragement to make more games like this in the future. Mild spoilers to clarify/elaborate on that story spoiler (it's not as bad as it sounds):
[sp]Don't worry - Infinite/any other Modern characters/etc are not in game. There is nothing super overt in terms of modern influence on the game, but... [next spoiler tag has slightly more elaborate but still vague spoilers][/sp]
