Eh, I guess I'll apologize for my thick-headed rant earlier about the rarity business. I can see where I was making a poor argument. I guess the last thing I want to bring up though is something that seems like it should be obvious now that I think about it.
If they want to limit the number of a given ship in the launch, why don't they just...y'know...sell a limited quantity instead of artificially jacking up the price to achieve the same effect?
The problem with actually setting a precise, defined allotment (like whenever they put Javelins or Idrises up) is that there's always going to be someone who gets left out and screwed over because they were seconds late on hitting add to cart. That also feeds the grey market, because while I haven't personally witnessed people trying to scalp an Idris or a Javelin after snagging it in a limited lot, I have to assume someone's at least tried this and either succeeded or melted with regrets.
Instead, by pricing it so high while explicitly delivering only "so much" actual effective power, they're organically limiting the selection to the people who can afford to support the project and not care that they're not getting "their money's worth" in terms of effectiveness. By making the deal unattractive to a certain degree, they limit who's going to get one to who really wants one, not who got to the checkout fast enough and snatched one of the 50 up to greymarket later.
It's a different way of limiting things without being so heavy-handed as offering it in very limited quantities. Javelins and Idrises are massive power imbalances if too many of them are flying around on day 1 and so there are extremely tight and controlled caps on their numbers; the Blade's rarity is to prevent a glut of Vanduul craft on day 1 for thematic reasons more than keeping them from being too numerous and a threat to balance.
Yeah fair enough, I can see that. I just feel bad for my buddy who saw all the Vanduul ship designs and was excited for them, only to be crushed by finding out how limited they are. Oh well, I told him I'll help him capture Vanduul ships when that functionality goes live.

Also, it was said on RtV today:
- The Blade model here is not even the same art asset that was in the May 2015 Lando-leak -- the model's been completely redone
- Some of the ships that were in the leaked build will never be used and have been cast aside for better design attempts, as is usual in game development
So, some of your buddy's favourite Vanduul designs may not even make it into the game. But, as you noted, they'll be obtainable in-game. Get good at cockpit-shotting Vanduul (if they self-destruct when suckerpunched into immobility by the time the game goes live) and you'll be golden.

Initial PTU access is [I]generally[/I] given to people who have been active in testing multiple PTU builds in recent months (I think 3??) and made contributions to the Issue Council. Subsequent tester waves after the very first are usually handed out to people who've been active in at least one recent PTU build (but not the multiple of the first wave), and then they start offering it to people who've been active in the live build. If it's a massive rollout with a very long PTU period (like 2.0 was) the rollouts start going by Citizen # eventually. People who're offered PTUs and don't take them will eventually get de-prioritized but how this is handled is TBA/semi-random.
Don't take that for official policy exactly as worded, because I'm hardly psychic, but this is what I remember/read.

This image settles things; the engines in Star Citizen are powered by Deuterium reactors. Hydrogen is flammable, which is why there's a 'no smoking' sign on that fuel tank.

it flies like the cutlass did a year ago- like a brick tied to a very, VERY long string
also when you reach max velocity, if you angle yourself into any curve two of the engines will think they need to show themselves blasting full twist and tip forward
