As someone that religiously watches Jojo I can confirm they will stand still posing for twenty or thirty seconds at a time in the middle of a fight to monologue in the original dub
And like shit DIO stopped time for only nine seconds. It was way longer.
If you don't want your guys to be going to the absolute extreme with overstretched actions per round maybe you should, you know, limit them via mechanics and GM fiat?
I know that speed and the ability to do lots and lots of things is [I]super important[/I] in games like Shadowrun, but when you're willing to sacrifice the pacing of a game just to score some mad hits on every one of your targets, I think it's time to scale things back a little and drop the ridiculously dangerous overuse of wired networking and combat drugs. Or just have the PCs overheat and die spazzing out on the floor after fighting for too long.
The whole idea of consistent time per turn is pretty arbitrary, however; It'd make more sense if everything was just described in time it takes to complete turns, than time in seconds. Like how D&D sometimes says that a thing lasts 1d6 minutes instead of 10d6 turns. I've only seen tabletop games do that, really.
I remember I once built a phys adept focused on moving quickly(in both initiative and movement speed) so I could put out as much damage as possible without using weapons(I had brass knuckles, but never used them, and a stun glove, which I used when I wanted to be as non-lethal as possible, but otherwise I just punched people bare-handed). I got 3 turns per round, on average(IIRC I had 11+5d6 for initiative).
Then the GM decided to simplify initiative into literally just D&D-style "one turn per round, start with the highest and go down", without much of a discussion. I went from a competitive combat character to the weakest member of the party.

Haven't seen [URL="http://inkarnate.com/"]Inkarnate[/URL] posted around here (I haven't looked though either, so there's that). It's a little free browser based tool for making a specific style of fantasy world maps and isn't complicated to use.
Also has support for making the map out of hexes, if you want the map to be more mechanical than pretty.

It's tragic because even after disaster proofing every possible situation, I'm 90% sure that something will go horribly wrong every session.

I recommend fudging the rolls for that kind of situation so you don't end up with a player pissed because you "arbitrarily" killed his character while he was gone.

At the very worst he should be captured. Having him show up in a critical state to warn the others might be more interesting plot-wise and not punish the guy for missing the session.
yeah, after he revoked the "no kill me" and went with "i miss him pls gib bak" we negotiated that his Comrade got the head snap and instead he got like 7 wounds taken from him to be healed from the medicae.
on the other hand, i now have a go on the plot and wanna have it so that they're fighting orks fighting each others. blood axes allied with severan dominate against Goffs while down south there's a free for all of speed freekz, flash gitz, severan dominate and imperial guard
it'll be fun having the squad freak out because some Blood Axe kommandos come in asking if they're allied with them
