If it's bought from Warstock it might be a Pegasus vehicle, and I don't think you pay for destroying those. But I really hope there's an unarmed version for personal vehicles, come on.

I'm hearing people say that the only way to unlock stuff like the ruiner etc is do to public session only missions for a chance to unlock them for purchase. Wtf? There goes my hype for the update. I am not risking a ban just to unlock those.

You only need to be in a public session for buying that as far as I know. Also, you are probably not risking a ban by joining public sessions right now as most cheats are probably broken. You can get a massive discount on those special vehicles by doing the vehicle warehouse work though.
