You don't have to uninstall and then reinstall it. Steam has a feature now that lets you move games to other disks.
Right click the game in your steam library, click "properties", go to the "local files" tab and then click on the "move install folder" button.

While I'm not sure about performance (because I also uninstalled all my mods at the same time I did that, and that CERTAINLY improved my performance), I can speak from experience and say that it makes the update process go faster. Your SSD spends much less time having to write to disk than regular, and that's what makes Payday 2 take so long to update. So it's worth it to me.

I'd like to add that it makes loading times much shorter (as expected) and can help with stutter when moving around a level. Still, Payday 2 isn't the most optimized game so don't expect miracles, even with a GTX 970 and SSD I regularly dip from 80 to sub-60 which is jarring on my 120hz monitor.

With a combo of both LowSpecGamer's script and a bunch of other mods (mostly LemonCat's Marco packs), I'm finally able to play this game at over 30 frames a second on average! Man, it feels so fucking good. Just wish I didn't have to play this SNES with Super FX version of the game to achieve that.

I feel you bro. Thanks to the heavens my laptop can run it with the shadow map mod and some other tweaks and don't need that much of low settings to run it. The thing is, can you actually see important objets of the maps that way?

I had to install some semi-cheat mods to highlight map items like keycards and instant cash items, but I haven't actually tested any of the maps that require you to be able to see stuff like Big Oil...

There's mods out there that increase the resolution of textures with hints on them so they can be read at minimum, but it would likely have no effect on your game at this point.

Walmart and Amazon listed the Console physical version for 40 Dollars, but it's not confirmed.
If this is even close to the real price, I think it's going to be 30 on Steam and 40 on Console.
