Escaped Biker (or biker_escape as it is in the API) isn't used. Its existence is a mystery. You're correct with the Inside Man. Safehouse Robber is pretty self explanatory (just the NPCs in the Safehouse). The last two are used only for the tutorial heists. Scared Cop will always be intimidated, and Stubborn Security is also self explanatory if you know the internal name (security_undominatable).

Certain DLC will still be paid, so keep that in mind. I'll be honest that I came into PAYDAY 2 very late (Housewarming Party, even!), so I don't know a lot about the problems Almir caused, but I know that's part of the problem Ulf Andersson left and won't be voicing Wolf again in a long time.

A shame, but understandable. I keep kinda forgetting Wolf exists because of it though, which sucks. He feels really disconnected from the rest of the game with a total of three different people he can talk to

Did I miss an announcement? Even people on Reddit are acting like he was confirmed for today. I thought everyone was only assuming he'd come by the end of August, which has 31 days.

This was all really Raid heavy so August would feel kinda shoehorned in, with his wording it seemed like whatever's behind the wall is Raid related I'm still hoping for him, it would be quite a missed opportunity to not release him on the last day of August

August has been scrapped, they're replacing him with the new character December.
