Another thing would be massively reducing damage dealt by enemies, while also reducing damage delay. The higher the difficulty, the smaller the damage delay. For example, a Skulldozer on OD does 24 damage a shot, but fires every 0.1 seconds. Damage delay would be 0.1 seconds so the initially low 24 damage quickly becomes 240 damage per second.
Basically, reduce damage dealt and damage delay based on difficulty. What about that?

Also what I'd love from a Payday 3 is having more variety in heists, not just DC and that. I liked the Hardcore Henry heists since you went to another place in the world with different looking enemies. I can't say the same for the other heists that take in Las Vegas and New York, the desert Murkywater station (what good response time for the local police force out in the middle of nowhere, you'd think Murkies would defend it themselves) considering they all reuse the same enemy models, makes it feel like we're still in the same place.
Also proper modding support with possible actual model replacement with custom models, please.
here's to hoping it's actually balanced and stays that way instead of going down the "powercreep DLC" path PD2 went down
and here's to hoping we get actual heists. not "rob a bank cause it's got gold in it's vault" or "go fetch some warheads/goats for some ruskie because reasons" these don't feel like actual heists (i'd argue that Big Bank is the FWB of PD2. although PD2 really lacks the atmosphere PDTH had.)

Framing Frame (what a flat)
Jewelry Store (as much as i'd like to see ukranian job/joj i'd rather see this one ported instead)
Firestarter (this is the only hector heist i want to see ported because it's actually enjoyable unlike Ratatouille/WatchDoges)
Murky Station (ECM Rush Raid but better)
i had 5 other heists i had on the list but i was like "wait, these are pretty dumb" and removed them, they are the following

Diamond Store
Boiling Point
GenSec Arena/Alleso Heist (it's hard on the eyes and loud on DW/OD sucks anyway.)
Green Harvest (although i kinda don't like the 100% chance of an escape if the alarm goes off. it's really dumb and counterintuitive if you play solo and secure ALL of the bags.)
My only hope for Payday 3 would be that they switch to that Valhalla engine and not use fucking Diesel

Oh another thing I forgot to mention, I hope they actually work on getting proper stealth mechanics this time around, they should look at other video games, see how it's done. Fix the desynch issues, maybe take a thing or two from the earlier SC games: Giving the player a visibility and noise meters, the ability to distract guards with it, the ability to go back into casing mode so you can blend and move around in public areas easily (within believability, eg the lobby in Big Bank) and within stealth only heists, they could make it more movie based (I liked part of the Golden Grin Casino stealth due to that movie feeling) and have more player involvement, rather than holding F to enable an objective where Bain does the hacking, the players could get a minigame with its own difficulties based on difficulty choice, maybe a lockpicking minigame when it comes to that, I've seen a few games do that (Including a Gmod RP gamemode long ago)
Just a massive overhaul in general, so it's more fun and less tedius/boring.

If the engine is a "next-gen" Diesel with upgraded visuals but still no facial animation I'll flip my lid.
Regarding heists, I would really rather a return to quality over quantity. Having switched back and forth between Payday 2 and The Heist the past few days, so many of the missions in 2 feel so totally nothing. Even when they have fancy setpieces or a pretty setting, they almost all feel like some variation on "shoot man, hold E on objective, move bags".
In comparison, each individual heist in The Heist feels much more memorable beyond the surface level. Maybe this comes down in part to presentation. Like Demoham said, Big Bank could be considered the First World Bank of 2, and yet, despite having much more spectacle (the giant pig, the Beast, the bus escape) and a larger fancier map, it just feels so much less special than FWB.

Of course they're going to use Valhalla ; they wouldn't buy an incomplete engine for a shit ton of money and invest much more to finish it,and use it only on a single game (being the TWD game)
Well if they keep using lua to do AI logics, a new engine isn't gonna do jack shit for slow AI reactions (lua is a single threaded scripting language)
Even though I don't play much of this game anymore, my 1100 hours make it hard to not be excited for a sequel, especially if that promises engine upgrades. Ideally, they'd make the game in Unreal 4, and allow community mods / updates the way Killing Floor 2 does. But, I'm not hopeful.

The font on the legendary is very Art Deco. If the guns had been more Art Deco, I woulda been totally sold.

Bit late, but apparently in Update 130 they 'fixed' the normal SWAT units spawning from the vents in Undercover.

Well besides Wolf's glaring issue and Ron Perlman's schedule for doing voicelines, what's stopping any of the original characters from coming back on a feasibility level? The actors aren't hard to get for the most part, as I understand.
I feel like out of all the tie-in characters, John Wick would be the most likely to stick around. They seem to tie the Payday universe in with the John Wick one a bit more than the other ones(like continental coins being currency). Plus it's going to be getting more sequels.
I just want actual Keanu Wick and not ONE hit ONEder Wick
