i don't see why not. it's not like the game is nothing but references to obscure JRPG's or something. I don't think I've ever even played a JRPG before playing (and enjoying) this.
idk about first video game. depends on their age, since these games can be a little tricky at times with the puzzles n shit. If they're trying to get the best/worst endings then they're really gonna have a tough time, tho. I totally cheated to figure out how to bypass one of the bosses without killing them ([sp]fuck you undyne[/sp]).

idk if this really needs to be spoiler tagged but whatever [sp]there's one boss fight where talking to two NPC's at an earlier point will subtly tell you what the point of two of your battle options are in the later boss fight, but at the same time you can figure them out just as quickly by just using them. Other than that, you don't have to explore every single thing to figure out how to accomplish tasks correctly, it's just for getting more back-story and such, as far as I remember. There are boss fights where they drop hints to what you're meant to do but those are in the boss fight itself. [/sp]

Probably not, Undertale does tend to subvert expectations anticipated by video game norms where you simply overcome and/or smash every opposition with potty-trained game mechanic.
The game may still be enjoyable, but could potentially at a loss of impact.

planning on not having a set pair. (like, instead of paps as toriel and sans as asgore, paps is toriel, and asgore could be anyone. also a few minor things that would be different from vanilla undertale)
I'm still working on my AU fic DoctorTale. We've reached the part where, in a regular run, we'd be facing the Omega Flowey fight, but instead there's an arc wherein Charlie (this reality's Chara) and Frisk have to dive into other worlds to "detach" the souls from the current "villain", so they don't get one-shotted the second they load into the "My World" save file.
Though they have a little "outside help" this time. Not saying who, you'll have to read to figure out who it is.

I'd strongly recommend OneShot. A lot of similar themes, a good soundtrack, it's really great.
It's also Undertale-esce in the fashion that you want to go into in as blind as possible. A concept that's really hard to sell- but something I think Undertale fans can understand.

Has a more updated soundtrack, better visuals, plus you support the developer. I'd strongly recommend the Steam version unless you can't afford the $10 but I've been there too.
Oneshot also has something coming up in March through an in-game countdown clock iirc!
