Tbh, there's not really any way of knowing if its a prequel, sequel or a parallel timeline/universe, as Undertale story mainly has timelines stuff in it, and maybe it's something, sort of unrelated to the story we played in the original Undertale game.
Only way of knowing for now is wait till the new chapter, or till new stuff is released, and hope that there are more things that slowly tie everything into place.
[sp]My interpretation is that the dark world was created by goatmom to help Kris make a friend. We see the Toriel symbol thing pop up a lot throughout the game, and I interpreted the goatkid at the end as being toriel in disguise. She was there the whole time orchestrating it. Explains why the plot, setting, and characters are really just less fleshed-out versions of the first game. She realized that frisk made friends throughout their adventure, and thought that by recreating that adventure she could help Kris make a friend too. So she used her monster magic or whatever to create a fake little magic kingdom, using the story of the first game, which she remembers, as a model for it. One possible issue with my interpretation: it's not actually clear that frisk's adventure ever happened in this timeline. There's some contradictions to this just being a sequel. You could say that Kris is another kid Toriel adopted, frisk just went home after a heartfelt goodbye, Asriel is just another kid Toriel had and named after her firstborn, and it's been like 18 years since the last game, but that requires a lot of contrivances. So it's hard to say. You could also just say she came up with that story independently, but again it does feel contrived. [/sp]

One thing I'm still wondering about is the clam thing that shows up on some fun values. It mentions knowing a "Suzy" and being from "the city" which almost lines up with Delta Rune, but the Purple Edge girl in the Delta Rune is called "Susie" with an -ie. Could just be a typo, though.

I just realised (and I hope I am not late) that Ralsei is an anagram from Asriel, the same way Deltarune is one for Undertale. Looks like Toby's wild ride is just about to start.

Sans's room's door in undertale is pretty much the same as the teleporter doors in this game survey, with the "fire" under it.
Histrue reveal was a real surprise to me.
For pretty much the entire game I've had a weird skeevy feeling with Susie that didn't fade even after she turned out to be unambiguously nice, and it's only when I saw it being discussed on 4chan that I realized why.

it's like undertale but with actual polish and good mechanics
not that i disliked undertale or anything- actually finished my 2nd playthrough like two days ago- but perhaps due to the small team/nonexistent budget, I found it (objectively) lacking in a lot of gameplay and polish areas that deltarune doesn't seem to
