I play that card game! Actually kinda hyped for the 6/29 release.
If I understood that correctly, the mods are chosen by Bethesda themselves, and the creators work with the game devs to help make them work.

They mentioned specifically going to other developers so that's sorta why I'm confused.
Curation with dev help seems to be a step in the right direction at least even if the concept itsself is lame
