Yo so I have Skyrim on steam (don't have the DLC) and bought special edition cuz it was on sale and cuz I wanted the DLC.
But now I'm learning that SE doesn't have steam workshop which is dumb as hell but whatever. So I'm wondering- with my brand spanking new high-powered computer, which Nexus mods do you guys recommend I download for SE to make it the most awesome experience possible? Or should I just stick to normal edition?

There is no easy answer to that question, and the "Remastered" edition is gimped on what mods you can install what with the lack of a compatible Script Extender. If you bought the "Special" Edition expecting it to be more awesomer than a modded Skyrim there's nothing it does that can't be done better with mods. It's just a shame that BGS is trying to bury the regular game so that they can milk their customers with the Creation Club.
So my advice is... Skyrim (like every Elder Scrolls) kinda sucks vanilla, the "Special Edition" is suckier because you can't make it suck less. Even the larger normal edition mods need the DLCs in many cases.

Okay, so in that case I may just get a refund on SE and shell out all the money for the DLC. So if you'd like, hit me with any big ol' list of your liking of base game mods to make the game as cool and interesting as possible.

I'm not going to tell you how to spend your money. And my personal mods range from optimising the game to run better, tiny visual touches, "immersive" mods that touch up the more half-baked but very ancillary gameplay (with lots of those still untouched), and a few quest mods. I don't use any of the major gameplay overhauls so I can't vouch for how "awesome!" they are or aren't.
Like, I'd like to give you mod reccommendations but I have no idea what you like, dislike, find lacking in Skyrim (do you want a cooking overhaul perhaps), if you want to put in any Star Wars or Conan or Zelda crossover mods, whether you want to play a mage or fighter or thief or some other sort of character. I don't know if you want Thomas the Tank Engine or Randy Savage to replace dragons or if you want to replace the dragons at all. I have no idea if you want guns or not guns. I don't know if you want big bouncy American titties or an anime waifu simulator. Or maybe you want a mod that causes explosions whenever you press the e key.
In short: what do you find cool and awesome.

Don't shell out your money on the DLC on steam. Find a copy of Legendary Edition for PC somewhere and get it much cheaper. Even without using scummy key sites you can find it for less.

SSE is a lot more stable and runs better compared to vanilla skyrim and needs less messing around with ini files and you dont need to download a bunch of fixes to fix stuff and make stuff work like infinite loading screens etc...
The lack of SKSE is too bad, but most of the important mods have been converted already. There aren't a whole lot of useful or even nessecary mods left that havent been converted to SSE and not because of the lack of SKSE but because of the authors being inactive. ENB is another issue, im unsure why Boris cannot make it work but whatever. The biggest thing for me is the lack of MO but apparently they are working on something that combines the features of both MO and NMM but i wouldnt expect that being released this year.
Overall, SSE is fine for mods unless you really really want to go really crazy on modding your game.

Checking cheapdigitaldownload.com, you're only really saving like $5 by buying from G2A (~$7) instead of like, CDKeys.com(~$12 and afaik actually legit) and that's assuming you don't pay for G2A Shield. Kinguin is like $9 but I don't buy games from there so I dunno if they have their own paid protection system and even if they don't you're only saving $3 by buying from there.

Bethesda likes to go bigger with each game in terms of size. I think there would be a lot of critics who would be skeptical if they released a game that was smaller in size than Skyrim.

The crazy but scarily possible senario: Bethesda go full action and turn The Elder Scrolls into one of those survival arena games by setting TES 6 in Hircine's plane of Oblivion.
I can't wait for it to be Hammerfell and have "Snowy Hammerfell" overhauls like Skyrim has tropical/desert overhauls
High Rock and Hammerfell would be neat since you could get your standard High Fantasy stuff in High Rock, then get into weird Arab mythology-esque shit and the weird Redguard culture in Hammerfell. Best of both worlds.

I don't think that the map needs to be in proportion to Skyrim. There's nothing stopping it from setting the game on, say, Summerset Isles, and making the map bigger.

With the Thalmor plot virtually untouched in Skyrim, I would certainly like it expanded on with Summerset Isle and Valenwood in a single game. Lush forests and two vastly different elf cultures. TES VI: Dominion, gimme, gimme.

I gotta agree with this, the closest we got to accurate scale was Daggerfall, Beth could scale any of the countries to fit a larger map no matter where they set it
I doubt Bethesda will ever make Elsweyr or Black Marsh standalone games, but I wouldn't be surprised if they were DLC areas though.

Looking through some of the AC:Origins (I know) concept art actually really made wish for a Elder Scrolls game in Hammerfell.

I think the setting would contrast well with Skyrim's cold and snowy mountains, tundras etc. [sp] The creation engine would probably shit itself if it had to render a tropical forest though [/sp]

Elsweyr is definitely plausible, though not likely soon; an Elsweyr game was actually going to be the third in the Elder Scrolls Adventures spinoffs before they got canned so they could focus on the main games.
Black Marsh is definitely never happening though; half the idea of it is that we have no idea what's in the deep swamp because only the most isolated Argonian tribes can survive there. Hard to make a game about a province that's almost entirely inaccessible.
