IIRC we were told that its both, but its mostly the latter as far as I can tell. I.E. you will never gain SR for losing no matter how good you are.

it's heavily based on win/loss (and to an extent, what your previous sr was, or if you didn't have any, what your qp rating is).
it's why if you go on a winstreak you can get up to 150 sr per win.
