I can remember the backstory of every TF2 character in vivid detail along with understanding their underlying character motivations. Heavy kills to earn money for his family. The Medic uses the Gravel Wars as a way to satisfy his own morbid curiosity. Soldier fights because not only is he insane, but because fighting is the only thing he can do successfully. Demoman wants to follow in the footsteps of his father and continue the family business of blowing shit up. These motivations help justify their gameplay as well, allowing us to not just play but also experience our character.
When it comes to Overwatch I kinda just lump most characters together as "fighting for the greater good." Some fight because they are evil. But what else are they fighting for? Do they fight for profit? To settle an old debt? Why should I care about characters that seem to have no underlying reason to kill other than because they are heroes/villains. The most interesting character in this game is Roadhog because he actually has some decent backstory. What about Tracer? Winston? What does Bastion have to prove?
Blizzard is a AAA developer, surely they could cough up the cash to at least hire some decent writers? Sure Valve has the excuse of having over 10 years to further develop their plot and characters, but that really isn't an excuse now. The fact is Blizzard has far more resources now than Valve did back then, so why didn't they go the extra mile? This is a company that prides itself on characters and world building. So far I'm not seeing much characterization and the majority of Overwatch's world can be summed up as "an okay place."
You have to consider, each of these characters (save for a few) are basically their respective country's Captain America.
The fact they don't embrace their representative role a little more - even if that means a little bit of stereotyping - is disappointing.

Zarya and Rein are the only examples I can really think of who express an overt pride for their country, and even then, it's limited to optional one-liners.

I'm pretty sure by this point, TF2's Moonbase was considered too flawed of a gameplay concept that they cut development on it

I personally find everything about Pharah to be as boring as an Overwatch character can be. Bastion has more fucking personality than her.

It's not meant to be. Overwatch's characters aren't really the most in-depth characters out there either. I just think some of you are overselling TF2's characters.
TF2 might have better characterization, but the lore is pretty dang inconsistent.
Why is Pauling acting like there being two teams such a big secret in her contract lines and the WAR! Update comic if OH WAIT, THERE'S ONLY EVER BEEN ONE TEAM EVER?
...OK, that's more a gripe with the TF2 team's writing as of late than anything else.
That's the thing with TF2's [anything] as of late.
As much as I have always loved everything about TF2, let's not pretend it isn't easier for your story to "make sense" in the context of your game when you made the whole game story-less first and then built everything afterwards
[sp] and if i'm really being honest, i liked TF2 a little better when their story was more vague. it's like a movie prequel that goes too in depth with the history of the lore and ruins some of the mystery[/sp]
It might be a bit of an unpopular opinion, but I think TF2's story went a bit too far in the 'wacky' direction. I liked the subtleties earlier on in the game's life. The story that is currently presented in the comics I find a bit hard to swallow.
Anyway, for AAA games I expect them to pick safe options most of the time, so Overwatch doesn't really need to tell a compelling story in my opinion; being a fun game is enough.
Aaand they confirmed that they're not going to change anything about the dance emotes, and they'll only ever be available during the Anniversary.
