You need to do the Oni Genji quest first before getting Officer D.Va, so essentially 10 matches for the D.Va skin.
Keep in mind that you can do bot matches for the first 5, but the other 3 weeks you'll have to do quick match.
Oh also you'll have to do it with a friend.

i dont mind doing it, i actually really like HOTS (and i personally hate the shit out of the idea of MOBAs) and it gets my friends who arent normal HOTS players to play HOTS with me

Playing against Pharrahs on PC is the most annoying shit ever. Can't imagine how much of a pain in the ass she is to deal with on console where it's stupid to aim.

I don't care for MOBAs but I've played enough RTS games to get that they're somewhat similar. HOTS is fine but I'm probably not going to play it more after I get Officer D.Va, I can see it being way too time-consuming and not worth it for those ten lootboxes.

Coworker plays on console and was surprised when I said that Pharah is a low SR menace because people cant aim. She's free kills on console apparently.
