I'm hyped for this! Can't decide if I should just submit my main tanky RF Marauder and actually be in the game as myself, or make like a 2mil DMG Cast on Death Discharger that blows up everything when they kill it :v:
Question: If I have a Quill Rain that attacks 3 times a second, Barrage with lesser multiple projectiles, Cast on Crit with 50% chance to cast, and at least 25% chance to crit, would that make the build viable? Obviously I would try to raise the crit chance and cast on crit levels as high as I could, but with unfinished build could I still level with it? Maybe use something like arc/fireballs/raging spirits with CoC?

First of all, make sure your computer can handle all the graphics, CoC tends to be quite heavy to render.
25% total Crit Chance seems rather low for a CoC build, and Barrage doesn't need to be supported by LMP.
If you play CoC, the skill that triggers the crits isn't your source of DPS and whether it's a single line of projectiles or 3 with the support of LMP it'll make no difference on the amount of crit triggers that will happen.
You can do Barrage // Power Charge on Crit // Cast on Crit // Arc // GMP // Arctic Breath (or Fireball).
And you can level with Cast on Crit (not right away, but let's say go through merciless with it), but it won't be as effective as it is when you're like lv70+

Yeah 25% is probably pretty low but I'm thinking that with a Quillrain and a Barrage you fire 4 (or 6 with LMP) arrows at a pretty damn fast rate, and as long as one of them is a crit then that means you'll be dishing out free spells at a constant rate. The crit chance would obviously be increased, but I'm thinking that around at levels 30-50 you might not have all the gear/passives you need for it to be fully effective.
Crits are per skill use, not per projectile.
No one told me levelling to 65 for RF takes so damn long.
I hit 52 and decided it was good enough to start running around ledge degening really slowly and using ruby/health flask to top myself off when neccesary.

Suprisingly enough though is that if I use my ruby flask or a health pot I start healing pretty well, and the damage coming off RF with increased burning and conc effect makes it worth it.
Also planning doing ledge till like 58 then going to tidal island.

Well yeah, with a Ruby Flask you'd get a ton more max Fire Res.
You'll just have to have your pots up all the time then. With Rise of the Phoenix and a popped Ruby Flask I have 98% Fire Res.

Wait how are you getting 88% fire resist? Isnt it 1% from tree, 2% from purity, then 8% from shield which makes 75+11=86%?

Lv20 Purity of Fire gives +4% Max Fire Resist.
So: 75% + 1% from tree + 8% Shield + 4% Purity = 88%

That's why it's so important to have a Lv. 20 Purity of Fire.
If you weren't leveling one already I suggest you do so ASAP, even 1% makes a big difference when we're talking about increasing Max Resist.

In other news I bought a Pyre and decided to stick conc effect on even though it makes the AOE small as hell but I decimate everything now so everything is k.

Start leveling Elemental Weakness and Flamability too, they add a lot of damage to RF too!
Will the same kind of damage over time effects stack if they come from two different abilities? For example, will chaos damage from the cloud generated by Poison Arrow and chaos damage from the area of ground created by Desecrated Ground do a total DPS equal to the combined DPS's of both DoT's, or just whichever is higher?

AFAIK only the highest should apply at any given moment - Each effect remains on the target until it runs its course but only the strongest effect at any time will be doing its damage. Basically it queues it up from highest dps effect to the lowest.

Okay, last question! Is there anything I can do to make Cold Snap have a higher chance to freeze than 30% chance, or is it always a flat 30% chance? If so, does that mean that a level 1 Cold Snap is just as likely to freeze as a level 20? Furthermore, will Elemental Proliferation cause the freeze effect to spread throughout mobs, or does it only spread the chilled status effect?
I'm making a Poison Arrow build, and trying to find some kind of crowd control to disable enemies while my poison works 'em down. I was thinking of using that ring to generate power charges to spam a Cold Snap with increased AOE, Spell Echo, and Elemental Proliferation.
If you like you can boost it a bit with the Added Cold Damage gem, but off the top of my head I don't remember any other means to boost freeze chance.
If the corpse of an enemy shatters due to cold damage, the effect will not proliferate though.
