This isn't that much of a nerf. If you read the rest of it, you would have noticed that all DMRs and DMR kits where changed to always pick up at least a single bullet from each ammo pickup, so it was just tighten up the possible ammo pickup veriance.

Joy made me think of deadmau5 and his mau5head more than anything else. I think his character in some DJ Hero game had this gimmick of having a mask with dynamic LED lights on it displaying different images. Or maybe he actually had a mask like that.

To be fair, it's not that big of a nerf, since we're talking about Aced reduction. Total Swan Song time is 6 seconds instead of 9, which is still plenty to get into cover after getting shot down.
Yeah it doesn't change that you're still able to nuke the room you're in before you go down.
