Yeah, I have access to the Editor and it' still quite buggy. I haven't had much crashing, but I need to learn a lot of UDK. I'm not trying to aim for making new worlds, but I do want to make Time Rift levels.

Uploading to Workshop is still borked currently though, but should be fixed soon-ish.

I'm really happy this game has modding tools and a level editor. Can you also create custom NPCs and enemies as well? There's a lot of potential for something great if someone is dedicated enough.

You can make anything, you just have to really learn UDK.

You have access to EVERYTHING. It's basically just UDK, so if you know how to use that, you could pretty much do anything you wanted with the game. Add hats, add NPCs, add entire chapters, etc.
As far as I know, the only thing you don't have access to is the full on C++ source code. You do have access to Unrealscript/Kismet (including the game's scripts) though.

They also already have this covered in their Discord. Their advice on that situation is "use our assets instead." So basically, have the level layout be the exact same, but either use your own assets from scratch, or the game's own assets.
I'm going through the game again to do everything that I didn't do the first time around.
