How do you beat Whitney in HG/SS again?
Setup on her Clefairy.
Miltank and its Rollout?
Use some turns agaist Clefairy for buffs like Noob said or trade the Machop in the Goldenrod store. In both cases you will be fine since Whitney's Miltank doesn't have Defense Curl.
The same way you beat HGSS in general: Grabbing a Geodude in route 46 and using it to steamroll the gyms. Curse Gastly for support as well.
Don't forget to get Rock Smash on Route 36 first
Lower Miltank's defense so much you hit it with more damage than it can heal back
