Well, decompiling maps isn't that bad these days. Usually you'll just get a couple bad brush faces, some misaligned areaportals, and maybe an invalid brush or two. Not too much of an issue since these can get caught in a compile and a quick runthrough, and are easy to fix. If you're making changes to the maps, fixing any errors along the way will just become a part of the process.
Or we leave the errors...?

Is it possible to make semi bespoke NPC subclasses? I had the idea for a lone civilian that would appear during the uprising, and "narrate" his own adventures like an edgy anime hero meets noire gumshoe detective, and then when he speaks out loud he's just a bit of a shmuck. But it'd only work if one single civilian NPC at a time would use the lines, and only those lines for example, a reload line would go like this "[I]the uprising raged on without tempering. The oppressive regime splintering before my might. But another of the fighters had made a tactical error. I accosted him, alerting him to his mistake.[/I] Hey uh, m-mister freeman? you might wanna, uh, reload i guess. you're out of rou- bulllets, yeah bullets. heh. [I]The fighter and i exchanged glances. Eye contact between equals? a challenge between rivals? No way to be sure. The moment passed and we returned to the fires of battle"[/I] obviously the full lines wouldn't be so rediculously long, but it's just to get my idea across. Obviously if NPC's only occasionally used the lines and if one NPC used one of those lines then some other, it'd kind of kill the joke

Let's play this medium for its strengths and craft a memorable experience. Not that I'm opposed to visual gags, they just often lack impact and I just know that we can accomplish more than that. For example, I like the multi-track drifting because it's both an amusing reference, and a meaningful part of the experience because "oh shit I'm about to be crushed by eurobeat". Since this mod was originally intended as a voiceover, I'd leave the more vocal parts of the game mostly untouched to let the voiceovers shine. That, and the first chapter is really important to get right as it sets the stage for the rest of the game. Its significance also means that everyone will be wanting to change it, so I fear the end result will be some unholy abomination with no clear direction or meaningful impact.

For example during the introduction to the street war where the civies are pulling the Breen Screen down.

Amassing ideas and discussion with some people implementing things to show as proof of concept, so it's hard to tell if it will actually make it to completion. I like what I've got planned out, and would like to see it come to fruition, but can't say for sure if I'll see it to the end. Most of my plans are efficient in that they're relatively low effort with high reward, so ideally I'd be spending maybe a weekend on each chapter.

Everyone archives their own lines into proper folders and ZIP's them, everyone else downloads them and puts in their game. Someone makes a pack for easy access. It's not like we have to coordinate too much. I made my hl2 sound-voice replacement mod in 10 hours. If everyone took a few songs/voices on themselves it would be over by this time tomorrow. Problem is most people just come in and ask "hey i can do this, can I voice someone please?" When there's no real leader to ask. People forget how MANY misc voices there are in the game. Starting from the lady in the pipe in the Canals telling you to move on to keep the railroad alive, to the rebel radio chatter, to all the countless nameless citizens you meet through the game. Just voice somebody, put it in the correct folder and upload it here.

Keeping it to mainly voiceovers and music/sound would theoretically make it easier to implement the sound files (and maybe scripts in certain cases) into a more fancier redux/improvement mod that doesn't fuck with too much, wouldn't it?
