Amnesia's engine. It's pretty perfect for a horror game.

Not the easiest to work in from an amateur standpoint, but its a very versatile, powerful, and customizable game engine, and it looks good.

You can customize a lot, there are many mods for HL2. Furthermore the engine runs smooth an older pcs and it looks pretty. I disagree with you.

The gamebyro engine is a bit.. limited, and archaic. very easy to make mods for it, though. basically everything can be modified through the GECK, with the exception of core engine files.
cryengine 2 and unreal 3, both sandbox2 an udk where very easy to use and free.
Minecraft engine.

Cryengine. Shame it isn't used for more stuff, it's damn good.

I would say... Minecraft's engine. It it possibly the most customizable engine I've seen, just look at the worlds it makes!
