I just checked this with some r/b 3D glasses, it works well and looks pretty cool. Whoever did the southpark one is retarded, first for making a southpark fan art of it, second for the fact that the color split is in random directions (up/down on character and ceiling, left/right on walls), and not strictly left/right. It isn't a fancy color zoom effect, it's the offset of what your eyes see compared to each other.

I remember I've received that pic on an email chain back in '00 or '01, IIRC... so it's a pretty old image. Also, whoever thought of the 3D effect on it was ahead of its time :v:

Some creepypasta was included in the email, stating that if you looked at that image for too long it'd cause you seizures and would make you insane or whatever.

Red/cyan anaglyphs have been a standard method of 3D since forever, originally concieved in the mid 1800's or something crazy. Stereoscopy using two image eye-crossing or split viewfinders are even older. :eng101:
