I bet most of the people saying no have never even used the program. I've used RPG Maker VX quite a bit and it's a nice program. If you want to make FF1-6 style RPGs quickly it's an easy program to use and it has what looks like a fairly robust language for you to program your own shit. Game Maker is probably a more robust tool, but for RPGs RPG Maker is faster because the framework is already set up. You can make some pretty good games with it such as Yume Niki, Vacant Sky or Tales of a Drunken Paladin. But $20 should be the base price, not the discounted price. I suggect you give RPGMaker VX Ace Lite a go, it's a stripped down version that's free and has no time limit. If you like it you can decide if the full version might be worth $20.
Pay up. I used all the RPG Makers when I was young, I also tried VX and I wouldn't recommend it over Gamemaker or Unity to make an RPG. Sure, it has its own scripting language, but it's not the easiest to use and it isn't very fast either, and the engine is really "closed", as in it's only for RPGs and nothing else, if you just want to make "another generic old-school looking RPG" it's fine but otherwise I'd recommend one of the two I mentioned as it gives you more control over what you're doing. And best of all (I don't know about Gamemaker) but with Unity you can make and commercialize a game with anything made in the free version, they only require you to buy a pro license when you make $40,000 in profits.
It's pretty easy to make a decent game with it but I would recommend playing around with the demo version and then deciding for yourself
ive used rpg maker (most of them extensively) not worth it
I'd definitely go with GameMaker over RPG Maker - GM:Studio can export to Windows, Linux, OS X, iOS, Android, and Windows Phone; RPG Maker can only export to Windows. GM is much more versatile as well, and there's plenty of tutorials and engines for it. There's a bit more programming involved when making a game in GM, but if you're interested in pursuing game dev it's a good thing to start learning. RPG Maker is fun to mess around with, but you'll quickly find that it's quite limited and there are better options (if you aren't fond of GameMaker, you can also try Construct of HAXE).
