I think of stupid as an insult and not really as a measure of intellect.
I call someone stupid or dumb when they do things that is contrary to their own goals, and to make them feel even more down when they regret it. Its a tool for kicking people off their high horse or just being a dick.
I'd consider anyone who either can't follow basic instructions, or keeps doing shit the same way he/she is told not to do, stupid.
I've got an uncle that's the definition of stupid and I'm not exaggerating.
Example among many more examples: He's got a laptop and every freakin time he manages to fuck it up by either downloading all kinds of shitty desktopmeters "To make his laptop faster", installing the abomination that is Incredimail or installing more than 1 virusscanner etc. Despite being told so many times not to do that. That's the definition of stupid for me.
Stupid people are closed minded people. For a longer version:
To me stupidity has always been the rejection of knowledge. It's fine to be ignorant, but if you have the opportunity to learn and refuse, then I believe you are stupid. And I don't mean like you have the option to take art history in college but you decide not to, I mean if someone is directly and explicitly conveying information to you that is or could be to your benefit and you refuse to listen, you are stupid.
Stupidity often leads to regret or "Whhhy?"
