I think Lil Wayne is amazing as a rapper and as an example of someone who is super passionate about making music. This is speaking from my experience as a hip hop producer and remixer. When you start looking at his vocal tracks, the talent and creativity behind his flow and rhythm is insane.
Rebirth just goes to show that, at least when it comes to his passion for music. He could have released something safe and easy, but he was interested in exploring something new for him. Respect to that.
However, that doesn't mean Rebirth is a very good album. The only song I like from it is Runnin. It's like Michael Jordan playing baseball.

As far as rap is concerned, try listening to Big Boi, Atmosphere, Aesop Rock and Madvillain. Those are true rappers. The pop music you posted is definitely not the best music of modern times. You must not have researched much if you seemingly only scratched the surface. If you go underground, you'll see much better talent than what's on the radio or played in clubs.
