If there is one thing anime lacks, then it's flow in the animation. Anime is for the most animated in 12 FPS and at least half of the show consists of keyframes that are just sliding across the screen. Go try and make a GIF, you'll see that almost anywhere there is animation the same image is shown for two frames, duplicates, unless the background is sliding or is 3D animated, but the characters are almost always animated at 12FPS on a 24FPS video.
Western cartoon however has much much much simpler designs and backgrounds, thus they can easilier animate at 24FPS, but I would guess the usual FPS is around 16-18.
In anime you can usually see that the animation is a bit slow and laggy. But you get quickly used to it of course and I wouldn't expect it to be differently since they do put so much more detail into their designs and most companies have ridicilously low budgets. The problem with anime-haters is that they hate everything that has to do with anime because they've seen 2 or 3 shows that didn't fit their liking, and since they want to be cool and fit into the 'hate anime' bandwagon, they never really give anime a chance and stay ignorant.
Both american animation and anime can have bad series. It's just a matter of finding the good ones, and there's more variation than moeblob anime like Lucky Star(which is aimed at hardcore otaku)

This is again depends on the anime and the studio. America has a lot of unwatchable shit, and so does Japan. Just because most series you've seen weren't good doesn't mean most anime are bad.
I've seen a lot, and there are surely gems out there with great and compelling stories. Try watching Death Note and Mushishi.

This generally happens a lot with anime adaptions - anime which are based on a manga/visual novel/novel. These series are usually rushed due to low episode count and are usually never better than the manga/etc.
Family Guy is a bad example of American animation, just as Lucky Star or Bakugan are bad examples of Anime.
