you gotta use harder brushes, the nose and right cheek area look very muddy because of the soft brushes for example

Decent, but the head and pelvis are a bit too static. Try making thim rotate a bit more and you'll get a much more natural looking idle anim. Always love your stuff!

The last one is the current camera, we choose that one because with a slight angle you can see better the character/pet/gun and it's a bit unusual. But what do you think it's best? (Or anyone else for that matter)

Smudging is not a good technique, you shouldn't use it on any account really
I remember when I first got a graphics program I smudge-tooled colours around and thought it looked really cool as well

I'm working on designing a video game, hoping to have it done by the time I'm 24, and I turn 19 next month. I'm working on redesigning all the character sketches from May, then if all goes well, I'll be working with retrocitrus to establish the artstyle of the game.
Basically it will be a side-scrolling beat-em-up ala Viewtiful Joe or Alien Hominid. Set in a 1980's view of Los Angeles in the year 2000, you go through the city district-by-district, wiping out cyborg crime and saving the all-american day. At the beginning of each stage in each district, you can choose 1 of 16 different characters to fight as, each with their own special abilities.
The ones in those sketches up there are Cue, an aerobics and dance instructor that uses choreographed hologram dancers to do her dirty work in a fast, acrobatic fury. Cramps can slice and dice his foes and also use his claws to dig into buildings allowing him to climb them. Bones can strike with explosive energy and teleport by separating his ghostly entity from his skeleton and throwing his bones across the environment.
It's going to need a lot of artwork. Also I have to fully assemble a team. So if any of you know how to code or want to help out in anyway, that'd be cool.

I'd say it's a lot easier and actually more productive if you focus on smaller projects first: it's easier to set up a team, it's easier to keep the motivation high, it's easier to get finished, it's actually easier to improve since you can always try different things instead of keeping the same style for years.
One issue that you are already "suffering" is redoing all the characters because you are better. If you do this you won't ever finish the game any time soon, since you will always get better, from experience the best way to show how you improved is to finish the current project and in the next show how much you improved.
I was 19 when I developed and sold my first flash game, it even got 300k plays in just 6months but now that I look at it, I see how much I improved in all areas, from programming to game design to the artistic side of things.

If you're not inspired or excited by art you'd better start learning spreadsheets or something instead, because you have no hope of becoming an artist

The bg is really nice, I would have been pretty impressed if you'd just posted that
The planes I think carry a lot of your old painting issues, they're muddy and bung up the comp and some bits are flat/weird and so on
I don't have time for a paintover but just imagine if only the furthest away plane was in the piece
