Drawing from the really bad textures was a pain in the ass, but the colors decided to work in my favor. I thought about leaving out the black outlining but it didn't look right to me.

Getting many conflicting feelings from those.
How does that perspective technique for drawing parallel lines with equal distances between each other work? Like lampposts. Is the bottom of the farther lampost intersect the top of the front one and both go to the same vanishing point? I forget.

If you draw a diagonal from the top of the closest lamppost (which has lines to the vanishing point from top and bottom) to the bottom of the second one, then you can us that angle to get the third by drawing the same line from the top of the second etc.

These look great, but the police man's right (our left) shoulder doesn't make sense to me. His shoulder curves downwards, you see the hem of his sleeve, then his arm resumes at a different thickness and angle to where it left off on his shoulder. When I look at that, it just looks a little bit off.

Lurker incoming! If you have hit a wall with illustration and do not feel as if you can get any better, do exactly as I did, try anything else. Try drastically changing your art style? Try a different art medium? I have started writing, making music, and programming since I stopped hating myself over my inability to get better at drawing (I used to be absolutely obsessed with drawing mechs but I'd be happy with around 1/100 of them, alas I lost my favourite one </3).
NOW that I am back at the proverbial drawing board I tried sketching again, and now I can. not because of practice but because I felt happier. Also anybody has talent if they practice, and don't wait for inspiration. Peace.

I don't like the kneepads, the lines are too dark and/or too thick but really it's a very awesome character design.

Maybe it's just me, but there seems to be something inconsistent about bubble-head-girl(?)'s legs. I think I get that they're oddly-jointed, but they don't seem oddly jointed in the same way.
May have slipped a bit on the foreshortening for the right leg; its meant to be two joints.
