We came to the conclusion that buying a huge battleship and loading the front with huge shields to ram other ships indiscriminately would be fucking amazing.

I find the same skills develop on their own just practising any drawing. I'd recommend doing simple life drawing (go grab a salt shaker or a mug something common and simple like that) and on paper just try to draw it as it is. These sorts of things will have curves and lines which are easy to follow to practice the above in a bit more interesting way.
Practice on paper first, paper has more resistance than tablets and is easier to control your strokes on. You should get good on paper before trying out the tablet.

I do agree that it's quite boring, especially if that person just started drawing. But (I think) it's one of the most fundamental things to do before drawing anything more complicated than a still object.
I don't know why but I can find enjoyment when I draw consistent can long lines, probably because I'm too lonely :v:
For artists, drawing lines like that is also a very useful warm-up exercise before getting into real things.
And I think combining the two is a great idea. It keeps your mind interested while also developing your hand control even faster.

I'm surprised you managed to get lines that wobbly in Sai, one of my favourite things with it is the stabilizer. I would keep it down for sketching but when making lineart try turning up the stabilizer. It smooths out your lines and makes them look a lot nicer (its at the top, right of the pen options bar) on higher settings it makes your brush go slower behind your lines, giving you smoother more controlled lines.

I would recommend playing around with your pen tool's settings as well, in the advanced settings for edge hardness and such. Crisper lines tend to look better for the sort of thing your doing

It's quite a claustrophic comp for a vista again, and also the sky and the sea and the rest of it are very dark considering the sun is fully visible in the picture. (again :v: )
Also the sun should really be a hard disc there, not a big patch of fuzz
I think doing same value studies or just colour photostudies might help you get a better feel for colours than continual unreffed trial and error. The technical aspects of your painting have been improving but the muddiness has been prevalent the entire time. Studies would give you cues on a lot of stuff to transfer into your work
Some sunset pics for salmonmarine, this one has a very bad glow, it should be a very thin (1-2 px) of dark orange/red around the bright yellow/orange sun.

Not regular blue though
You get some real nice and soft almost light-grey blues and yellows in there as well
There might be some sunset panoramas around I'm not sure
