woah $2000+ is way beyond however much I spent on a tablet, what kind are you looking at?
If you're just starting with digital painting there's absolutely no reason to spend $2,000.

With interactive tablet I assume you mean one where you draw on the screen so to speak. Why would you need that? A Intuos Pro should suffice.
Hell, I'm pretty sure you can find a Wacom Bamboo for around $60-$90. It's really decent for a starting tablet
My Bamboo connect does me just fine for a whole 60 bucks.
Intuos pro would be a nice upgrade though. I wouldnt recommend the new intuos starter tablets though, they are very bare bones it seems.

If I were to make a gif in GIMP, and open it in Photoshop later, will it open it up in its entirety, layers, timeline, and all?
Can't test it as I lack PS, but I would like to know if I would be able to resume what I started in GIMP at home and continue on in PS at school.

Opening a .gif just by itself and see the layers? No way.
Opening a GIMP file for a .gif? Maybe. Probably not, though.
So I'm painting this with a contrast between the living and non living, making the people, trees, mountains with watercolor and gouache and the architecture with ink, but i was wondering, should I do the sky and water and ground in color too or black and white? I feel like with b/w it won't work too well and the color could balance it out better but then ruin the idea behind it sort of.

In CS6, yes. Not sure about CS5/4, not with CS3 and down.

I have this problem where i draw arms that are bent away or towards the viewer they will always look super short and not actually bent, how do i fix this.
it's a problem with drawing perspective and then not actually applying depth to the picture. a failing of a static pose.

Well for one thing the weapon needs to be angled toward the viewer to match the arms. Imagine a line from one hand to the other.

You can just save the layered file as a PSD, Gimp does that.

The left (from the viewer's prespective) eye seems a bit too far to the left in relation to the right one in the nose, I'd move it to the right a little bit

The neck looks a tad too cylinder-ish so just make it ever so slightly curvy.
The eyes look really weird to me though. Very slant eyed I guess. If that's the style you're going for though, disregard this comment.

Thanks guys for your crit, been trying to fix her face now with what you said in mind, it looks better now I think. Also been reading about Joan de Arc more, she is the creator of the female bob cut hairstyle and never killed anyone in battle.

her head feels somewhat disproportional to her body. feels just a tad small though don't take my word for it.
that waist look too narrow , i think the legs themselves are too big in comparison to the rest of the bod
i like the saintly halo around her head
