Not that I know of. I just got a few 3D models and drew them out and simplified/ made notes on how the features relate to each other overall.
Been working on doing masterwork studies, the challenge is to do 20 to get better at composition and values. We're supposed to do it in an hour or two but I ended up taking about 3 hrs and didn't come out as I wanted. Also it's slightly unfinished.

I keep repeating myself because this is basically my art bible, but Gottfried Bammes' Complete Guide to Life Drawing has a really neat section on the simplified shapes of the face.
But really, do some studies of portraits that have a single or at least only one dominating light source on them. It'll help you so much in understanding how the face's planes are shaped, and study the skull so you can actually read the bone structure under the skin.

Do you need to go to school to learn how to animate like this, or is it possible through self-teaching and learning from internet resources? I've wanted to learn how to animate for a long time, but I have no idea what kind of higher education there is for it, or if I'd even be able to make it into something like that at my current state of artistic ability.
I've never taken any sort of training and taught myself most of the stuff I know about animation(It is good understand animation principles though), and I can animate things like that.
It just takes time.

So we've been taking a "visual perception and art" course in college, and just got into the colours phase of the course. Last week we had two assignments: An achromatic pseudo-3D pattern using Gouache (as in gives illusion of depth) and a "creative interpretation of the 12-hue colourwheel" using any media.

When I started off doing animations, I self taught myself. Just studying some animations and knowing the 12 principles of animation will set you in the right path.
Like Garb said, this takes time. You'll get a better grasp of animation through lots of trial and error.
