Compositionally it looks okay, but I think the color scheme is distracting and takes away from the quality of it

i'd trust your optician more than online tests. these kinds of tests tend to have wildly varying results, and monitor inaccuracies can make things seem worse than they actually are
Most online health/fitness tests are designed to be worse so that you will actually go and see a doctor/dentist/nutritionist if you have the slightest sign of anomaly.

I just wanted to make sure, since the work you were getting criticism on was more muddy in color, and when you used a reference image to base your values on you improved greatly. It definitely doesn't mean you're colorblind, it just means your color and value aren't as strong when you're doing it from scratch.

The key thing to keep in mind is that this is on a website trying to sell you weird corrective-color glasses and lenses, so while I'm sure they're not evil villains, they may be skewed towards trying to get you to buy their product by exaggerating or falsifying results.
I did get tested by an actual optician, and if your insurance allows I would highly recommend it. Especially mention that you believe you have issues with blue as well as potentially red and green to make sure it gets addressed.

Well I got tested a few years ago, hence why I know. I don't reckon I need another test as the blue cup thing was an anomaly; it's the only time I've ever had problems with blue. Maybe next time I have a check up at the optician's I'll get another test done.

For what it is (and what it's for) it's the right way to go I think. People will look at it. The website and phone placeholders not being justified left with everything else is offputting to me, and if it's free I would make it obvious that it's free, "no monthly fees" makes it sound like you have to pay upfront for X amount of lessons. Say it's free and bold it imo

"free" is a really attention grabbing word to begin with, so maybe make the header into "Improve your english for free" instead?
I would say using brighter colors (yellow, light blue, neon green) would be best because they're eye-catching and they contrast more with the dark text. Are you planning to just print the same page on different colored sheets of paper?
It's not too empty if you're countering all of the other busy ads with minimalism like you said, which is a good idea
The greens have the best legibility, I would steer clear of the pink and probably the yellow

I made an effort to draw really heavy shadows because my art is usually open-line with vague color shading. My initial plan was to have his face more obviously illuminated by his stogie, but I didn't quite pull that off.
It might look rather better if you take an eraser to it
