Paint tool SAI
Corel and ArtRage are some of my favs, they emulate real painting really nicely.
Paint Tool Sai is my main program for more illustration type work since it makes really nice smooth lines.
Paint.Net is a very basic but free program which I find more useful for pixeling than painting, but it can work ok for both, but it doesn't have pen pressure support if I remember correctly.
GIMP is another good free one, similar to photoshop but more geared toward illustration and some painting, it wouldn't hurt to start here and see what you think since it is completely free and a good common baseline.
It really depends on what your looking for though specifically.

you can have one inside the picture frame, but then the other one would be far far off away from the frame
Here's a comic guy. I discovered shoes are hard as butts to draw in perspective. But I am no Rob Liefeld so the only solution is to draw more shoes

I know a few good obscure ones; MyPaint, Gimp Paint Studio, and FireAlpaca.
just a super sloppy speedpainting type thing because I want to learn to draw forests and not be petrified of drawing landscapes in general.

Lower contrast and brightness on the scanner settings to somewhere between -20 and -40.
Reduce contrast several times before adjusting the levels of the image to make the white more white and the lines more black.
This will keep a lot more paper texture and show the full dynamic range of greys in your drawing.
