It's called having a style. Also the fact that anime characters are designed to be ANIMATED. There isn't much room for many details that distinguishes one from another, that's what they have clothes, hair and eye colour for. They need to keep everything coherent too, so the designs have to be quite similar for characters to look like they fit into the show and be recognized as "the girl from that show", which can help sales.

They have similarities, so you recognize they are from "blablablabla" but they still look like a character of their own because of *blabla* and *blablba*. To keep those changes coherent everytime they draw a person is hard enough for them. These starving 20 year old animators have difficulties enough to place the eyes in the right place.

Basically what I'm saying is that Kyoto is lazy in their own way and likes to keep everything coherent so they can focus more on the actual animation part rather than keeping the people unique and taking that in consideration for every frame from every possible perspective. And so does most studios, well, minus the focus on animation part.

They don't sell incredibly well, but better than most companies. Don't forget that internet popular =/= Popular by the people that buys anime in Japan. It's funny how about 10-12 thousand people actually bought the endless eight episodes, all eight of them.
