Advice I can give you is don't wear bandanas around your neck if it's a common thing, consider making your hair shorter and pushing it back. You're still very young so your face is subject to change, but yeah.

Except places like Men's Wearhouse and Jos. A. Bank have "classic" fit suits. AKA: They make you look like a barrel since they aren't tailored to the waist at all. If you go there for a prom suit, make sure to get it tailored. Tailoring isn't as expensive as it sounds, and it will drastically improve how good you look.

They have tailors there. I got a suit tailored by them the day I bought it and aside from outgrowing it a bit it fits fine
but I live in the UK and Mens Warehouse and Jos. A. Bank don't exist over here

Depends on what you want, for my 1st prom (year 11 leavers) I wore a slim fit suit from next which fitted like a glove, and for my second (year 13 leavers) I wore an M&S dinner suit which did the job fine. I didn't need my suit's tailoring but I don't suppose it could have hurt either. But Next is definitely a good starting point.

If it's a formal thing I wouldn't wear a sweater underneath, that's more business wear than formal wear. If you want something a little different then wear a get a dinner jacket and wear a waistcoat or a cummerbund (would personally go with the waistcoat).
If you do go down the dinner jacket route though, I wouldn't suggest buying one since a good dinner jacket can be a great investment and you don't want to squander money only to find you've outgrown it.
I personally hired a DJ for such events from a menswear shop near me that specialised in formal wear. It's great because they have DJ's in every shape and configuration so you are pretty much guaranteed to have one that fits, they generally do alterations for free and you can even hire yourself a snazzy pair of patent leather shoes.

Short hair can make you look fat, long hair can really make you look fat. Keep it so it's thin on the sides and shit and should be fine.
Better yet, go to a hairdresser and let them do it, they'll know what to do.
