bottom section plus jeans, the left section of the blazer seems larger then the right because I am leaning forward to press the mouse to take the photo, so the blazer is hanging forward there.

If you're going to wear the blazer, I think it'd look better to either lose the white shirt, or button it up.
Also since desert boots are apparently so abhorred and the chukkas received no comment, can anyone suggest to me a good, smart casual, leather lace up shoe that is currently 'in'. Brogues aren't and option since I already have 2 pairs.

desert boots are nice but they're definitely on the casual end of smart casual for the most part.
go and look in john lewis - their mens shoes has a good selection of mens smart casual shoes.
it's a shame you weren't asking 4 weeks ago - they had some great ones in the sales.

Actually my jeans are a bit too long and come off a bit baggy, the only reason that they look short is because I am lifting my leg up so they were bunching up at the top of my thigh.

Yea I wanted to experiment to see how the stripes would work, I do have a white shirt specifically for it, but I refuse to tuck it in.
I was also considering a solid black v neck I have so it would contrast with the white dress shirt.
I also had a navy v-neck, but I felt it wouldnt match well.

It is a nautica, goodwill has a large collection of them for 7 bucks in a bunch of decent sizes.

The white dress shirt's collar is just being pushed down by the blazer so it was poofing out to make it look ruffled, all I have to do is pull the collar back up into the proper place, didnt notice it.
Also I agree the 2nd one looks horrible, it doesnt contrast enough.
I do disagree with the idea that a dress shirt should only be worn with a tie though.

i was talking about black tie as in the dress code. and dress shirt as in the kinda shirt you tend to wear with black tie with a pleated front or marcella weave front.

Oh my bad, misread.
This is going to be an oxymoron, but that shirt is kind of a casual dress shirt. Basically it is a white button up I bought from walmart during the summer for when I worked as a security gaurd. So pretty much I would never wear it to anything formal, but i would never wear it by itself either, so I thought it could get some use in a kind of classy but casual look.

I just always associate the word shirt with polos and tees, not long sleeve button up shirts so that is why I said dress shirt, sorry to confuse!

In the UK, a dress shirt is a specific shirt worn to formal events, normally with a front panel, whereas all collared shirts which button all the way down are just simply referred to as 'shirts'. Am I right in thinking that a dress shirt in the states is any button-down collared shirt?

Yes, youre exactly dead on.
Well mostly any button down collared shirt that is a tiny bit more formal.
For example, a flannel or a plaid button down would not be considered a dress shirt.
I differentiate between button-down and a dress shirt.

I find that UK people have a higher standard of dress unless theyre Chavs.
I think it is due to the colder weather and regular rain that makes them dress up much more formal than us since they have to wear coats and scarfs and all those lovely accessories.
Here in Texas we have 2 seasons and the weather is still almost always above 40 F so people will dress in clothes suited more to the heat which would be tee shirts and shorts/jeans. They are functional and still stylish if pulled off right but it still less formal looking.
Up North it could be different though.

it's easy to look smart in shorts - linen shorts and a nice linen shirt - roll up the sleeves and undo the top couple of buttons! yay!
