I had a parakeet like this, it got around by flying crappily then biting the bars, then hitching its legs up.

Some do, some don't. It depends on the species, and each bird has its own personality. They don't make noise at night, though; they sleep.
A quiet species (almost never loud [I]ever[/I]) would be the Grey Parrot.
A moderate species would be the Parakeet.
A loud species would be most true parrots (Red Macaws)

i tried raising/taking care of parakeets, but it just isn't for me i guess
Reading from the thread in the Youtube movie description, the bird of the video flew away from the owner through a open window.
At least it's feet are symmetrical. They look more suited to moving through some kind of tangled bed of thin plants.
What's tear jerking about the video though? it's just kinda cool that this guy took the time to care.
Also kinda funny how he called it "parakeet malformation"
