It just looks like the Taiwan version of the FLC. Every country makes their own, literally every single one but they're usually different in very slight ways. The Japanese FLC uses a zipper too.

A Fighting Load Carrier to me is literally just a MOLLE rig that goes overtop of a protective vest. So anything that basically looks like a FLC is an FLC as far as I'm concerned. I never understood why the US Army issued MOLLE vests to go over their Interceptors that already have MOLLE.
