You're sort of forgetting that they're actually getting quite a lot of drug lords and dealers in this operation. Which mean this is the first war on drugs that's actually a war and actually has some effect.

this isn't on the same level as raiding pot dens, these dealers actually make the lives of the people living in those slums worse, they distribute maliciously addictive drugs that are cut poorly, encourage young adults into a life of crime and drug addiction, and they've been threatening anyone who tries to leave the favelas. Something actually [I]needed[/I] to be done here, it's not some middle-class fratboy dealing weed out of his mums house.

the main harm caused by drugs is that they're illegal. the problem is the atrocious conditions these people live in, not the drugs themselves. they turn to drugs as there is nothing else. plenty of people can use recreational drugs and not end up addicts.
since drugs became illegal the number of problem users has shot up massively each year and will continue to do so.

When you have quite a bit of money you gain political sway, so it wouldn't suprise me if these business men/drug dealers where helping keep drugs illegal through anti drug campaigns, flawed scientific research, backhanders etc.
a lot of the anti ecstasy campaigns in the 90's was funded by the alcohol industry as they were losing money. it's all about money.
