Ok two things I need to refute. Firstly it is a successful police operation. Also of course it is a photoshoot. In this modern day when anyone can have a camera crammed into their phones of course there are thousands of photographers.
Secondly, legalizing drugs isn't the problem. Sure legalize pot, but that's not the real issue. Pot has been distributed in Rio since the 1960s, but the major drug trafficking only began in the late 70s with the rise of cocaine. Pot doesn't give the dealers the funds to get such highpowered shit, it's cocaine, crack, heroine, etc. To be honest I disagree with the legalization of such drugs. Pot is harmless, but if you legalize all drugs to get rid of the trafficking then you just cause a whole slew of other problems.
This is the only solution short of just burning down the favelas.

What makes you think they make more money off of heroin or coke? Do you have any proof to back that up? The point is to take their money away by legalizing.
