You're not going to be arrested by using something else, but MSpaint is the best thing there to create sprites with.
And also the easiest
Other programs have extra features such as layers, transparency, greater rotation accuracy and other stuff, but you really don't need them most of the time. Some people may that paint is the devil and it should be avoided at all costs, or that their program of choice is vastly superior. Do not listen. There is no better program. The only tools you need are pencil and square selector, paint has both and loads in less than a second. Use paint.

Try to make the walking/running more realistic. Oh, and you don't duck like that. Make the leg barely visible behind the knee, as it tends to turn at a 70' or so angle at that point on the back leg. Just sorta show the foot coming out of the back or something.
