Except that over 18's are much easier to employ because they can legally do more at work such as sell and handle alcohol and other age restricted goods, clean and maintain dangerous machinery and are allowed to work in dangerous areas or environments. There are also significantly less insurance and health and safety issues when hiring an over 18 year old.

People under a certain age are supposed to have them as well but as far as I know not many do. I had one a few years ago when I was about 14, 15 and doing a paper round. Had to get the headteacher at school to sign it as well to say that I wouldn't start failing at school if I had a job.
As for finding a job your best off applying to anywhere and everywhere. I've only applied for one job and they started looking through applications the other day (my friend already works there) but I don't see me having much of a chance of getting a job even though I have good qualifications (I can only do outside school hours so I'm probably of little use to them).
