It's not out yet, but there's a limited access create-a-sim demo.
As for the game itself, it looks like it does a lot of things really nicely, and made both awesome and disappointing changes so far. It's hard to say if it'll be good or not as is because there's still a lot we don't know, but I'm hopeful.

He's psychotic, spouts stupid fucking meme shit and """jokes""" all the time, and his catch phrase is "Blam! Murdered you!" Essentially he's exact opposite of who he was in every previous incarnation as well as the movie.
-the overall story itself is just fucking retarded and makes no sense. Nothing is explained and character motivations are not clear in the slightest.
