2000-2010 had some genuinely decent (for Indian) movies. Post 2010 there hasn't been anything of note and most of what has been produced is formulaic rubbish designed only to fill up theatres.

I specifically said on the last page that exact same thing. But different places have different industries. It's not just one big thing where they all make the films they want. Some places, like France, often encourage artistry and credibility over money (but of course there is a compromise and they'll make things "just for money" too/they will not make a film that they know won't make a profit), they're willing to make riskier investments that might not really bring a whole lot back, but in Hollywood the only real question is "can I make lots of money from this film". Some places make terrible movies. Ever seen the Zambian film industry? A joke. Hilariously shit stuff. Always. What Zonesylvania means is that around him the industry is not very good and doesn't produce good films. He's not saying films have all gone to shit nowadays and quite honestly I don't even see how you jumped to that very different conclusion. No one said it had "gone downhill", Zonesylvania was merely saying around him it isn't good in the first place.
